Load and generate the dependency graph for a stack traversal

- Load all extant Resources from the DB
- Determine which are up to date
- Create new Resources where necessary
- Calculate the traversal graph
- Roll back (e.g. delete newly-created resources) if we lose a race to be the next update (i.e. fail to update the Stack atomically in the DB)
