Create Configurable LoadBalancer resource

There is a need for a user-configurable LoadBalancer resource, which would take a template URL such that custom LoadBalancer resources could be more easily implemented (e.g a Swift Proxy with some auto-scaled storage nodes). Such a resource could be e.g OS::Heat::LoadBalancer, and we could make AWS::ElasticLoadBalancing::LoadBalancer a subclass of the heat-native LoadBalancer to minimise duplication

(lifeless): For openstack-on-openstack (tripleo) we need much less than this - just the ability to choose the image id and flavor it deploys on : then we can deliver an Ubuntu image + a bare metal flavor id.
