Support the way for autoscaling configurable

Now, heat use create/delete to implement autoscaling, it's slow to create instance when extend if the image is large. If heat support to config the way of autoscaling, .e.g create/delete(default way) or resume/suspend or start/stop, so just need to resume/start the instances when extend.
