Add a call to show hidden outputs

Once the 'hidden' attribute is added to outputs, the assumption is that default behavior would be to suppress hidden items when outputs are returned. This, then, requires a mechanism to notify heat that it should also provide the hidden outputs.

In other words, Heat needs to be able to return outputs with hidden items masked or unmasked.

Randall: IMO, this shouldn't be limited to just outputs, but hidden param values as well. This would still be an authenticated call, totally at the user's discretion, and by no means the default behavior, so I don't think its any more risky to unmask all the things if requested. Perhaps a use-case worded spec and a removal of the dependency on outputs may help others understand the reasoning/need for this feature.
