Add glanceclient to heat
Glance is independent so long, and for now heat can't interact to glance. So if we want to manage the glance image, we should add glanceclient to heat first.

(shardy) IMO this isn't a blueprint, it's an implementation detail of the glance-image blueprint, we don't need the overhead of having a blueprint for every patch, just one which tracks functionality (and adding a client is not user-visible functionality)
