Only Validate Template Without Translation
The TOSCA-Parser validates templates fully and gives a compiled set of errors if validation fails. The heat-translator translation will use this validation automatically as part of translation, but in order to provide users an option of 'only validation templates without an actual translation' add a CLI optional arg "--validate-only", if it's set to "true" then do not run translation but only validate template.
