support nested templates

TOSCA simple profile supports the notion of nested templates, where node templates in a top-level service template can be substituted by a complete separate service template that fulfils the interface of the node type denoted by the substituted node.
This maps to Heat's support for nested templates ("provider template", or "template resources") and should be supported by heat-translator.
