Evaluate get_input intrinsic function on TOSCA template translation

It is required to evaluate get_input function occurrences as the evaluated values may have an impact on translated properties.
For example, an input specifying the number of CPUs a compute node has is not relevant as a HEAT parameter as the translator picks the best matching server flavor according to the provided compute node's properties.
HEAT parameters will be created according to the TOSCA template inputs but won't be used in the HEAT template.
