A GLSL shader for graphics in Haruhi

Create a GLSL shader that can be loaded for the entire lifetime of a Haruhi program, and use textures, VBOs, uniforms and other objects to tell it what to draw on the screen. This is necessarily a fairly complex shader that would apply textures and colours to each quad on the screen based off the command values provided to it via whatever channels are most convenient. Perhaps something like an instruction texture.

Until we can think of a good design to set up shaders/vbos and fall back to intermediate mode whenever that functionality is not available, this blueprint should not proceed.
