Introduce a "key-released" Signal

It has been requested in bug #390552: "Add a key-release signal in addition to key-press" that we also have a key-released signal. This will break the API of GtkHotkeyListener, but sounds worthwhile to me.
Before this blueprint can be approved we need to assert that this can work under other operating systems. X11 support is fairly easy in the current code base.
