Provide Neutron RBAC controls for L2Policy in GBP

The current model of GBP Networking is either shared or dedicated. There are scenarios where we need to share the network (in this case L2policy) with a whitelist of Openstack Projects.

Neutron implements this feature using RBAC (https://specs.openstack.org/openstack/neutron-specs/specs/liberty/rbac-networks.html) and we need to port this feature to GBP where we can start honoring Neutron RBAC rules in GBP
