Intelligent system color aware menu listing

Themes that have their own unique color scheme that should not change:
Themes that will use the system color scheme:
The theme mechanism requires a toggle that allows theme creators to tell GnoMenu to either keep its color scheme or to use the system color scheme. This affects only the menu panels where the apps are listed not the frame or buttons of the theme design. If theme creators are using a unique color scheme then they can toggle within the XML code to inform GnoMenu not to change it including the color of the text. However, if the panels are going to follow the system color scheme then GnoMenu must also change the panel background color, along with the text color to keep both a consistent look and usablility within Gnome.
