Fix the placment of the Panel Button

Make sure the Panel Button goes down to the very bottom of the Gnome Panel so as not to violate Fitt's law.

The probable culprit is the "bottom piece" option in Button Themes. A feature implemented by Chris in Gnome Vista Menu. However, as this feature (to my knowledge) has never been used and it appears to break Fitt's Law should be deprecated no later than the 2.0 series of GnoMenu.
