Make it easier to use Gnome15 on other GTK based desktops such as XFCE

Two main areas. First off, an alternative to the applet/indicator must be created. One idea is to have g15-indicator to fallback to use notification area (maybe this already happens?). Secondly, gconf will have to be replaced with something that will work across all desktops.
