CPU affinity and ionice in Gnome System Monitor

In order to further remove some of the "command line magic" we should implement a ionice feature in the same way as the nice value can be slided. This is especially good for laptops with slow harddrives where an rsync or likewise easily hogs the system.
Also a CPU affinity feature in the gui (instead of taskset) would be nice.
