Icons and launchers in the gnome-panel needs an margin.

Icons and launchers should have 16x16px.
Also will have an margin of 2px or 3px around each shapes.
it will help to keep them aligned, also will bring a cleaner interface and better shapes.
Actually the gnome-panel doesnt have "air" so all the items are condensed.
