Use oslo service instead of custom implementation

Currently Glance implements custom version of Router, WSGI, Thread Pools.
The proposed change should use oslo_service library code instead of custom glance code.
Also I would like to allow Glance to run as common WSGI application by mod_wsgi, uwsgi, gunicorn, etc.
