Improvements to swift store retry behaviour

This adds an option to glance_store to wait for a configurable amount of time between retrying an image download from swift (swift_store_retry_get_wait = 1), and an option to enable exponential backoff (swift_store_retry_get_exponential_wait = True). It also changes the default behaviour to enable retries (swift_store_retry_get_count = 5)

2014-01-16 (nikhil_k): Only the documentation changes go in the glance repo, rest of it is a glance_store change. Tentatively marking it for k2. If we have the glance_store changes merged and a release is scheduled before k2, this will be part of k2 else we should have it in k3.
