support upload image data set store sheme

Currently, glance has supported multiple locations. So, glance maybe configure enable multiple store. In wsgi request, the user can set the parameter 'x-image-meta-store' to specify where the image data to store. But in glance CLI command, the user has no way to specify where the image data to store. So the BP suggest in CLI command both image-create and image-upload add a parameter '--store'. This parameter can meet the user specified image data store scheme.
