Support restart of partial upload

Similar to https://blueprints.launchpad.net/glance/+spec/restartable-image-download uploads of very large images may be interrupted prior to completion, due to dropped connections and such.

Rather than delete uploaded parts from backend and re-start upload with zero offset, it will be preferable to restart upload from the current offset. Glance could support Content-Range header for PUT [1], so the client will be able to resend missing part of the image and complete upload.
