Remove simple driver in favor of in-memory sqlalchemy

The proposal is to remove glance/db/simple and suggest the usage of an in-memory sqlalchemy instead. Since it is not being used and its functionality can be replicated by using sqlalchemy in-memory database, it is not necessary to keep maintaining that code.

Fix simple db's treatment of image tags
I'd really like to keep the simple db around longer, it seems like it is much faster for testing than in-memory sqlite.
