Currently determining which approach (Swift or Nova) is best.

Nova uses a class-based approach, adding to nova.wsgi.Controller a @classmethod called factory. Swift uses a more straightforward module-level function for the app_factory() and also handles configuration options differently.

Depending on whether this blueprint is completed before or after removal of gflags may make a difference.
