Requirements:
* Can leverage existing infrastructure
* Data is only copied one time from the source of truth into a zone
* Secure, does not require root level trust between hosts
Some work similar to this was discussed at the Havana Design Summit, and has produced several blueprints related to a one-time clone operation that copies an image and its metadata from one glance deployment/endpoint to another. There was not any strong consensus on continued replication throughout the life of the clone, though there already exists glance-replicator* which may cover your use case.

An interesting idea but it looks like we'll need to get more cloning and replication in place before we can see how it fits. However, due to age I'm considering it abandoned for now.
