JSONify glance-scrubber queue files

glance-scrubber queue files are currently in a bespoke format, with URIs and timestamps on alternating lines. This makes reading and modifying the files unnecessarily fraught, and God forbid if we ever tried to add a field or something unthinkable like that. JSON is a far more serviceable and extensible alternative.
