Image Transfer Service

OpenStack could benefit from a service designed specifically for large data transfers. This service would be on both the source and the destination of an image transfer and be in a position to negotiate the best protocol (http, bittorrent, etc) and prevent the transfer from over using I/O resources (both disk and network). Again, feels neat but seems like glance would be a consumer of this rather than intricately related. So I'm moving this bp out. It also seems like with John moving on there isn't enough effort available to sustain
