Add support for image conversion in the glance service

Currently if we look into the Openstack Portal or CLI then the glance services dont have any option to convert the images which provided to make it hypervisor friendly
For example if admin wants to convert a VMDK image as the hypervisor underneath is KVM/QEMU then there is no way in CLI or Horizon to convert the image
