4 byte unicode handling for entity names

Glance does not allow user to use 4 byte unicode character in naming entities.
Refer below for details:
glance image-create --name sheel_🌋
400 Bad Request: Name can't contain 4 byte unicode characters. (HTTP 400)
Though it handles it gracefully, but still prohibit user to use 4 byte unicode character.

We are going to discuss this issue in cross project meeting.
Till then we can keep this BP as it is.
Once fix strategy is fixed, I will go ahead and add supprot for 4 byte unicode characters.
