create a Galnce API and horizon plugin to build openstack images

A killer feature for Glance to have would be it's own image builder. Glance could interact with the OpenStack API's and services such as Nova, Heat, Cinder, cloud-init, VNC and the community app catalog to build custom images that are ready for other openstack projects such as Sahara, Murano, Trove etc. I don't think this should be dismissed with reference to disk-image-builder which doesn't handle Windows images among other issues. As the OpenStack image service Glance should be able to build images as a fundamental ability. Many OpenStack projects have to laboriously document how to build an image particular to the project requirements. Glance should support in horizon options like - 1) Build an Image >> 2) Select type (Some options - Windows image, Murano ready Image, Sahara ready image) 3) Upload media or select from catalog>> 4) Image launches in new console window with specific instructions based on prior choices. - yeah, it's a wizard, glance could even allow users submit configured images to the community app catalog etc. etc.
