This is a really interesting and potentially important use case. Unfortunately it doesn't quite fit in with the way we do images, and I think it would be too large of a change to fit. I hope, however, we can explore the idea of satisfying this use case on top of the artifact api that is under discussion.

When an image is rebuilt, test, stable etc, essential to maintain any meta data tags associated with the same.
