Implement a glance to glance import method in a multi-region context

When dealing with a multi-region cloud it often appear that operators or customers need to copy images from a region to another. It is currently complicated to implement as customer need to save the image locally, then upload it on the new region. We propose to implement a new import method called glance-download based on the web-download import method that will download the image from a remote glance.
