Add new import method to create customized flow with selection of user

In Interoperable Image Import, operators can customize the image import
process and choose which plugins apply to images. So images will be created
with a specific list of plugins. This feature can be extended by implementing
new import method, glance-builder, that gives users a chance to select desired
plugins that operators develop and create their own customized flow.
