Add a DB backend to proxify Docker images

The idea is to add a DB backend to Glance which is able to make discoverable (and usable) any public images on Docker's Registry (https://index.docker.io/).

This DB backend is complementary with Docker's hypervisor in Nova (see the spec URL + https://blueprints.launchpad.net/nova/+spec/new-hypervisor-docker).
