Create snapshot clean up daemon process

Instance snapshot operation depends on various operations like database,
nova services during the lifecycle of an snapshot operation like create/delete. If one
of the component goes down, the status of an image remains 'queued'.
We need to add a daemon process in Glance, that checks the image status, updates the status to
'killed' if it has been in 'queued' for long.
