Admin ability to assign default flavor for a specific image
Use case an admin could set a default flavor for any instance(s) booted off that specific image.
Two use cases:
1. Admin would like to set (suggest) a default flavor for an instance from a given image, could be overridden when booting an instance.
2. Admin would like to set (enforce) a specific flavor for an instance from a given image, user can't override or change default flavor of image.
Involves work on Nova component as well (probably), adding default flavor for an image is Glance related to begin with.
