add disk-format conversion to "image-create" in api v2

add an option to glanceclient and glance api, such as "dest_format",we can use this option to control the final image format in glance store when use CLI "glance image-create",it's useful when glance use rbd as a backend,less time will be used when create volume with image if cinder also use rbd as a backend.
