'Store' vs. 'Backend': Getting the vocabulary correct

To avoid confusion towards end users, we want to use the term 'store' for end-user-facing, and term 'backend' for operator-facing.
As a result location metadata will be changed to "backend":"store-id" to "store":"store-id" as it's end-user-facing.

Configuration options, "enabled_backends" and "default_backend" will remain the same as those are operator-facing.
