Detects if the computer has the proper lib to run a plugin

Each plugin, on a debian/Ubuntu system, should check to see if the computer has the right libs to run the main generated program. For instance, the perl plugin requires extra packaged to be downloaded to work.

2007-08-11: paxmanchris: Should be plugin specific. On plugin load, the widget function, the plugin writer runs the code nessary to check if the computer has the right library's. When the plugin is selected a popup will display information that "you do not have the lib's to run this output code" I think the user should be allowed to do it anyways. It will be up to the plugin to have this standard.
