Users would be able to push to and create repositories in the ~<user> directory, where <user> is their username. Such repositories would not be located in the gitorium.conf file, but automatically generated. The user, and only him, would get full permission to any repo in his personal directory. Implemented

To enable public access, the user would have to commit and push a file to the repo. Gitorium would look for that file if the user pushing/pulling is not the owner of the personnal repository.
