Re-Implement git-upload-pack

To remove the need for git to be installed on the repository server, git-upload-pack should be implemented by the shell.

Progress is blocked until libgit2 releases a new version. Packbuilder support has landed in development (probably master too) but it hasn't been released yet.
We should determine which capability we want to support, and implement those as well.
