Procedure: create the initial debian/ dir w/ dh_make

Need a function that plugins can call with arguments to have dh_make called.
This function should accept a list of arguments to pass onto dh_make. We should force all of the arguments that dh_make requires - otherwise it'll interactively ask for them and we can't handle that.
