Add/Remove pages from the notebook

Allow a core function to add/remove pages from the notebook, such that plugins can add their own page with plugin-specific options.
We'd also need to index the first tab such that the plugin knows where to insert after.

Is this really necessary? The plugins can easily access the notebook, they can add/remove pages themselves.
