Local contact role definition

The increasing internationalization of the getdeb project requires a formal definition of persons or groups that will be responsible for managing tasks related to specific language based localizations.
The following tasks should be managed by the local contact:
  - Site template translation
  - Application descriptions translation
  - Communication with local users

A local contact must be a person or group interested on participating on the getdeb project, sufficient time and good communication ability are key requirements.
