Job relay to provide alias, multicast, and relication

This feature will enable users to specify a list of relay rules to the job server (at startup or via console port). THese rules will be used to relay certain jbos onto other functions, both local and remote. For example:

function: function1, function2, function3
function4: <email address hidden>, <email address hidden>
function5: function6, <email address hidden>

The first line is a simple local multicast, the second line provides replication to external job servers, and the third line shows mixed usage. It may make sense to provide better matching than just function names (priority, unique, ...) and also job rewriting before forwarding (change more than just the function name).
