Control support for gDesklets

Support for loading controls in the new 0.40 prototype. Controls are then used by desklets to achieve their goals. Mostly the same functionality as in gDesklets 0.35.x, but perhaps with a few improvements.

Support has been checked in. So far testing with test-control.py works nicely, but integration into the scripting environment will still take a bit of work since the scripting environment is not there yet.
