Refactor backend cost model

Some[PENDING: list] of our potential improvements nned cost model changes but the current ARM cost model is incorrect and hard to update.
Design and do a new implementation that initially gives exactly the same results for all architectures and options but is easier to update in the future. Do one improvement as an example.
