Investigate (& fix) failures in GCC's guality testsuite for ARM

The majority of failures in the GCC testsuite on ARM are due to failures in the guality testsuite (see http://ex.seabright.co.nz/build/gcc-linaro-4.7-2012.10/logs/armv7l-natty-cbuild390-tcpanda02-cortexa9r1/gcc-testsuite-summary.txt for example). This blueprint is to investigate what is failing and either fix, or appropriately suppress the failures.
