Add an option to disable minimize

If I understand correctly, we have chosen to push the user towards a no-minimize workflow. Having an option (in dconf) to disable minimize altogether would make it much easier to test this (since I won't have to rely on remembering not to minimize windows) and make it possible to absolutely restrict minimization in the future.
