Multi-row workspaces

Supporting multi-row workspaces would make navigation faster and easier when using a "high" number of workspaces.

This implies allowing the users to specify the desired number of workspaces, as well as the desired number of rows.
Shortcuts to switch between workspaces would need to be changed too, because currently, meta + up and meta + down are used to respectively maximize the current window and show the multitasking view.

These settings could be changed in a "Workspaces" tab in System Settings > Desktop for example.

I'm going to mark this as obsolete. multi-dimensional workspaces requires static workspaces which is imo going backwards. I'm not sure if this is something that could be made possible through a plugin, but it's not the direction we want to go with the multi-tasking workflow in elementary OS --DanRabbit
