Treat minimized windows as closed

elementary OS does not provide a way of minimizing windows. For the rare cases in which minimizing is used, it's used transparently for the user instead of closing the window after clicking the close button (e.g. music player minimizes if close button is clicked while music is playing). Thus, Gala should handle minimized windows as if they were closed.

We have to decide if Alt+Tab should show minimized windows or not; input from design team is needed. ~shnatsel
If minimize is to be used transparently (i.e. the user should not minimize apps manually) Plank's behaviour should be modified to not allow manual minimize by clicking on the active window's icon. - niagr
