Update switch for already installed packages

An --update|-u switch which takes a package name from the package name database as argument.
* Update package name database
* Check if already installed, if not, abort
* Check if installed PV is less than the one from the package database. If not, abort.
* Generate new ebuild.
* Emerge new ebuild.
